There will be new paid for DLCs which will segment player base. But new 'base game' will be Horizons.
It's already funded. Frontier makes enough with sales of Planet Coaster and Elite Dangerous + DLC and got a big investment from Tencent recently. Jurassic World Evolution will sell like hot cakes (easily a million copies) because it'll launch and be promoted at the same time as the new Jurassic World: Fallen Kingdom movie globally.
Elite Dangerous doesn't have expensive server parks, because it uses P2P. That's why there's no monthly subscription and they keep more revenue for other stuff.
Frontier has enough cash reserves to keep developing Elite Dangerous for the next few years.
