Q for BGS veterans - Outbreak & non-controlling faction

Hi All

I've read as many guides as I can find including the excellent one by Sirius but I can't find an answer to my specific query:

For a faction with no controlled assets, in an Outbreak state, will ONLY MISSIONS for that faction help reduce the state? Or, will trading in 200T of advanced medicines to any station they reside help them as though trading with them directly? The guides are generic in saying "Can be shortened by trading medicines" but doesn't go into further detail of different results for trading with controlling and non-controlling factions.

Only missions, in that case. You can tell because the market won't have the usual markup on basic medicines during an outbreak, if the faction in outbreak doesn't own the station.
