Modes Will 3.0 Increase, decrease or have no effect on Open population?

I predict: No effect.

Probably already been said, but my impression of the modes and why people use them is that it's about the person not the mechanics of the game.

If your PERCEPTION of open is that it's an abbottoir full of toxic personalities, that's not going to change.

IMHO solo is just as full of toxic personalities.

Mobius is where I spend most of my time and most of my friends are. Nice thing is, when flying in Mobius you don't have to worry when friending someone.

Yeah, I'll be staying in Mobius too. I find the friendly cooperative environment just so much more fun than the dangerous "always need to watch your six" style of Open. It's just the way I prefer to play Elite I suppose.

It will be interesting though to see if there is any migration to Open due to the changes.
 
The new C&P will have one effect. It will change the answer to the constantly asked question, "How do I get rid of this accidental bounty I got while doing the CG?"

Old answer: suicidewinder
New answer: wait 2 hours for your notoriety to drop to zero, then pay off the bounty at the nearest Interstellar Factor.

That will be pretty much the only effect of the changes, other than to totally confuse people for a while.

That's my prediction :)

I'll be doing a bit more, but only because I am setting up for it and intend to use it like any other mode; when and how I want to, and not at the behest of others.

Very very hard to tell.

The C&P System was aimed at it - but it starts with a huge dud. And Billions in free gifts for all Criminals due to the Universal Amnesty. No gifts for clean guys of course.
That's a huge, big, fat red warning light. Criminals : 1 ... Clean guys : 0. Sounds familiar?

Since trust is what needs to be built from scratch here, that initial move alone IMHO killed it single-handedly and is off to a very bad start.

So if I was to wager a bet - it won't do anything.
a) it's way too late
b) what's being done is way too little and too careful to move from all the way of the back of the power curve into a positive region

Game had 3 years of FFA Gankfest Anarchy. Everything goes, everywhere, everytime. No Limits.
Now it would need and deserve 3 years of reliable and durable "Criminals will simply die if they dare set foot into a Medium/High Security System". Just to make up for the 1st 3 years and build that trust in the System.
And that's not happening.

The whole System (Notoriety) alone says it all.
Kill 1 Clean Ship every 2 hours and you'll remain at Level 0/1. Indefinitely.
Think about that metric and the logic behind it. The Pilots Federation (and Frontier) apparently thinks a Murder every 2 hours is a perfectly normal and "Level 0 compilant" way to fly your Ship.
There's your giant loophole of the whole System, in plain sight.

Make that 2 Days and we're starting to talk actual consequences.

Loophole #2 : Galaxy's Most Wanted? Just fly a clean Ship and you'll be cool. The Ships did all the crimes, not the CMDR of course. Never would *lol*
Ridiculous basically. Everything must stick and the hounddogs and hunter killers chase Criminals to the next Galaxy if they must. Otherwise it's nonsense iMHO.

As usual, free gift cards for the Criminals. If they have any brains, the new System will have similar consequences like the old (fake) one : N/A. None. Irrelevant.

Care Bears are going to continue to avoid Open. Don't see that changing any time soon.

As a Great High Raging Carebear Saltlord - 3.0 will neither increase nor decrease my chances of clicking Open when I decide to spend my playtime.

The only way I could saltlord MOAR in Open would be if fewer people attempted to play online games on networking gear most closely described as a potato with a bit of speaker wire shoved in one end.

What would be really funny would be if FD made stations reliant on players trade goods in order to keep operating, all those PVP players who like to be pirates but having to fly cargo ships would soon find out how irritating open is if you are not in a combat ship.
 
Why do you think people need an excuse to stay in solo? Many players wanted a single player game from the start, no one needs an "excuse" they just need to make their own personal choice. Even multiplayer games with PVE servers still mean you have to put up with other people and many players game to get away from people not find more of them.

That one simple sentence makes you appear to be a massive part of the problem that keeps many player out of open in the first place.

For starters, some like to claim they are forced out of Open because Engineers. ;) Its a boring discussion anyway; people should play any way they want. But it would be fun if it could happen without the false arguments and name calling from many people on any 'side'.

Actually, its no big deal to fly a non-combat ship in Open. The largest difference between PvP and PvE players tends to be that PvP players simply understand the game better, fly better and blame others less. Honestly, Open is not what you appear to think it is.

I was a Kickstarter backer, I've been here since the beginning and played in all modes, I can fly well enough to PVP in matched ships but PVP players dont want matched ships when they say they want more players, they want more targets, in trade vessels, which are no match for engineered combat ships.

You only have to look at the complaints about hull and shield tanking to see they don't like ships they can't kill.
