Tech Broker Weapons worth it for PvP/Non Alien PvE?

I've tried out the Plasma Charger on NPC ships yesterday and they are really good at damaging them. The base damage is 5 per shot, but when you fully charge it (around 1 second) the damage will be multiplied by the factor of 17 according to the stats. That translates to 85 damage per charged shot.
You also can fire as fast as you can pull the trigger, but you only make 5 points of damage to the ships. Damage type is "absolute", just like the regular PAs. Max range is 3 km and damage falloff starts at 1 km.
I can't say anything about the Gauss Cannon and the Caustic Misdile, as I haven't tried them out.
And the best thing, according to the description at the TB, the Plasma Charger and the Gauss Cannon are effective against human AND alien ships.
gaus acts just like a rail gun great for bringing down shields and sniping out modules of a ship.....also makes very very short work of thargoid hearts (as in 40% dmg a hit to a cyclopse heart)
