I use it on anyone who is just out to spoil the game like station rammers, and dirty cheats. Usually both.
I also do open about 80% of the time, or I'd not bother with blocking at all.

It's not a problem at all. You know as soon as you click that button that other human player interaction is possible, for better or for worse.
Unless you're at a known player hotspot or CG, the chances of running into another human player in open are quite slim, anyway. And even then, the worst you'll suffer is a quick hello in local chat.
