There are no precise definitions as to what does or does not constitute griefing but I am 100% sure textual/verbal communication is not a requirement.

Depends on the nature of the stalking, if you go through their bins then steal their underwear off the washing line you've gone too far.

I am not the one who has to judge what does or does not actually constitute either griefing or harassment - only the person complaining and the relevant enforcing body (in this case FD) can say whether any given case is either true griefing or harassment. In loose terms though without any other contextual information, straight up piracy - as a single incident - like you describe would almost certainly not be considered griefing.

But another form of griefing has the potential to spread heartbreaking grief to *thousands* of innocent commanders, in a way that is never-ending. What am I talking about? Exploration griefing.
If a commander selfishly and trollishly monopolizes on claiming the first discovery of a significant celestial body, their name and their name alone becomes permanently attached to that object in the galaxy map. This deprives thousands upon thousands of other commanders from receiving equal opportunity to be the first-discoverer of that celestial body, utterly depriving them of joy of that discovery, and instead, tauntingly shoving in their face someone else's name from now until the end of time. This has the effect of intimidating fledgling explorers, destroying their self esteem, and reinforcing the idea that they are second-rate explorers, and essentially, failures.
Every time a new discovery is made at the perimeter of discovered space, the perimeter of discovered space inflates. This forces every future explorer to travel that much further to find a new discovery. This imposes even more mind-numbing, space-madness-inducing jump-scoop-honk iterations on every single future explorer. In the end, a single instance of exploration griefing will inflict thousands of times more grief on commanders than will have any PvP antic.

That is why I have decreed as Overlord that all exploration-scanner equipped ships be destroyed on sight. Causing a small harm to one person in order to spare thousands the pain of an unending harm is simply the right thing to do.

But the irony is, commanders are quitting in massive numbers specifically because of the relentless exploration griefing that they themselves perpetuate. These trolls are ruining open!

As for the definition, while it kind-of accurately describes the generalities of griefing it does not define the specifics - as in what specifically constitutes griefing, that is largely subjective.
As has been said many times, if you use common sense regarding your in-game behaviour then you should never be found guilty of true griefing.
