Also to say that "there is not precise definition" , and then go onto say "I am 100% sure text/verbal communication is not a requirement" are contradicting statements.

Combat can be a form of griefing, but it is dwarfed in magnitude by a far more sinister form of griefing. You see, griefing-via-combat causes grief to one, or at most, a small group of individuals. But another form of griefing has the potential to spread heartbreaking grief to *thousands* of innocent commanders, in a way that is never-ending. What am I talking about? Exploration griefing.
If a commander selfishly and trollishly monopolizes on claiming the first discovery of a significant celestial body, their name and their name alone becomes permanently attached to that object in the galaxy map. This deprives thousands upon thousands of other commanders from receiving equal opportunity to be the first-discoverer of that celestial body, utterly depriving them of joy of that discovery, and instead, tauntingly shoving in their face someone else's name from now until the end of time. This has the effect of intimidating fledgling explorers, destroying their self esteem, and reinforcing the idea that they are second-rate explorers, and essentially, failures.
Every time a new discovery is made at the perimeter of discovered space, the perimeter of discovered space inflates. This forces every future explorer to travel that much further to find a new discovery. This imposes even more mind-numbing, space-madness-inducing jump-scoop-honk iterations on every single future explorer. And it multiplies the number disappointments explorers experience each time they hopefully check whether a planet is still discoverable by them, and crushingly discover that it is not. In the end, a single instance of exploration griefing will inflict thousands of times more grief on commanders than any PvP antic.
The greatest injustice of all is that exploration griefers continue to get away with this atrocity, as it goes completely unchecked. Our crime and punishment system completely ignores this infuriating sin, and this is absolutely unacceptable.
That is why I have decreed as Overlord that all exploration-scanner equipped ships be destroyed on sight. Causing a small harm to one person in order to spare thousands the pain of an unending harm is simply the right thing to do.

Just an aside... According to my wingmate, most explorers in this game have no idea what they're doing. He's made hundreds upon hundreds of millions picking up the "scraps", i.e. the ELWs and WWs that others have left behind.
Thats right! And to think, these degenerate 'explorer' types have discovered nearly one quarter of one percent of the galaxy! Theres almost nothing left! FOR SHAME!
I like seeing other CMDRs nametags. Especially way out in deep space. But then again, I am a second-rate explorer.

I see so many explorers complaining about how few commanders they see in open. But the irony is, commanders are quitting in massive numbers specifically because of relentless exploration griefing. These trolls are ruining open and then crying about how they don't have anyone left to exploration-grief.

Not really, there is a substantial difference between knowing what definitely is something and what is definitely not something. You can know one without knowing the other, nor necessarily knowing the precise boundaries between them.
As for the definition, while it kind-of accurately describes the generalities of griefing it does not define the specifics - as in what specifically constitutes griefing, that is largely subjective.
As has been said many times, if you use common sense regarding your in-game behaviour then you should never be found guilty of true griefing.

And by subjective, that means subjective to Frontier, not the player. In the end, our subjective definition means diddly squat. No one reads the Terms of Use, so I guess that is a large part of the issue.

Since I just got it, I can be quite specific. It's "Gulden Draak Quadrupel". Very tasty Belgium beer and strong enough for me to brave the forums again.
