Kill Warrent Scanner borked ?

Ok, so there i was sitting in a nav beakon in my vet looking for those dirty thieving/murdering scum to pass through.
i managed to find a wing of 2 eagles and a scout all clean. I went ahead and started scanning them with the KWS and low and behold they were murderous scum. by the time i got to scanning the 3rd ship the system defence force decided to cash in on my prize and started to open fire on one of the eagles. "thats fine" i though and started popping the 3rd ship and then moved onto the second and quickly finished it off.
All well and good i thought, 3 more scum dead and a small but nice cash prize to collect. Nothing wrong here.

The very next ship was some tiny little sidewinder, not being one for discrimination where murderous scum is concerned i gave him a quick scan with the KWS after he came up clean and yet again the little s*** was as dirty as the underside of my landing gear. Ok time to die little side winder, popped out my weapons and opened fire... at which point all 12 MOTHERING System Defence Ships decided they really wanted that bounty and decided in some hive mind fashion to ruin my day, ship and life expectency in the space of a damn phento second.

so to summerise, i scanned a clean ship with the KWS, found him to be wanted and fired, at which point the system defence force proceded to my poor ship with unjust rath of a thousand laser guided pin pricks....
Aslo i managed to escape with 1% hull and needing a fresh pair of trouses.... and a new panic button as i hit this one so hard its curretly sitting on a roof in china :)

what happened ?

The way i understand the KWS it shows if the scanned ship has a bounty in another system, the act of scanning and finding a bounty doesn't make it wanted in the current system. If it is clean in the current system and you open fire on it you commit a crime and the LEOs respond.

The Kill Warrant scanner communicates with multiple faction system authorities to reveal bounties issued by factions other than the one controlling your current jurisdiction. It does not automatically allow you to attack though. So just because your target comes up with a bounty, it's not legal to attack it unless it has the WANTED tag.

Also worth noting that in 3.03 the Kill Warrant scanner will be getting buffed - if it detects any bounty issued by a faction alinged to the same superpower as the one controling your current jurisdiction it will issue a temporary license to kill warrant until it leaves the area, allowing you to attack without committing crimes (the target will show as WARRANT).

Will the new KWS also allow us to claim all bounties like the original one? The current version means a loss of almost 2/3rd of the original version. And with all the other nerfs. this is damaging.
 
Great news. Except I've grown fond of the Point Defences I've equipped in place of the KWS since 3.0 dropped.

I completed a kill 32 pirates from this faction mission this morning (all 32 kills today), I did this in a RES, KWS'd every one & at the end I had a single bounty voucher for the controlling faction. Couldn't say whether the KWS got me more money but it's not currently working as you just described Sandro.

The target showed up as wanted before i shot them, additionally i gained no fine or bounty for opening fire. Just the System defence force open fired on me instead of him.
