Yes it is and I believe it's been confirmed for the game.

I think the icon for spinosaurus was pulled from the Jurassic World Evolution website so while it's not officially confirmed it looks almost certain that it'll be in the game at some point

or as above, it may have been confirmed and I missed it

i think it was on the jwe reddit that someone found the icon image in the web code. I mean, it's not a high res in game render of the animal, just a headshot icon file

In addition to the website image, it might be worth noting that in the previous game, Spinosaurus was associated with Chenini Formation (sp?) in the previous game, which is confirmed to return here.
