Hi,

I see a lot of confusion about the new crime an punishment system and I am also completely lost. It would be nice to get the answers of the following questions:

What happens:

When I kill an NPC in a non anarchy system?
Do my ship get a bounty?
Do my cmdr get a bounty?
Will any more bad things happen, like npc kill squads, loose rep for fractions etc?

When I kill an NPC in an anarchy system?
Do my ship get a bounty?
Do my cmdr get a bounty?
Will any more bad things happen, like npc kill squads, loose rep for fractions etc?

When I kill an CMDR in an anarchy system?
Do my ship get a bounty?
Do my cmdr get a bounty?
Will any more bad things happen, like npc kill squads, loose rep for fractions etc?

When I kill an CMDR in an anarchy system?

In the new system, when having a bounty, when I change ship will I get totally clean, i.e. follows all bad things the ship?

Sry for the noob questions but I have not found any good summary of the above.
 
(All these answers assume you are not involved in Powerplay, which has its own separate set of bounties: broadly, if you kill a Powerplay NPC or Player from another power, that's perfectly "legal" and won't affect most things in-game, but the other power will put a special Power Bounty on you, which players aligned to that power can then try to claim)

Assuming the NPC is locally Clean:
- your ship will get a bounty
- you will get a point of notoriety, which will prevent IF wiping that bounty for two in-game hours
- if your notoriety gets high enough, ATRs will start attacking you in addition to regular police
- you will lose a moderate amount of rep with the NPC's faction

Generally no. You may in some circumstances lose a small amount of rep with the NPC's faction.

Same as when you kill an NPC, except:
- if your normalised rebuy cost was higher than their normalised rebuy cost, you get a higher bounty (proportionate to the difference between the normalised rebuys)
- you won't lose rep with anyone
- the CMDR you killed might take offence / revenge / to posting on the forums

No bounty, no rep change, the CMDR might take various actions in response.

In the new system, when having a bounty, when I change ship will I get totally clean, i.e. follows all bad things the ship?
Yes - though your notoriety points from murders will stay with you, and prevent you cleaning your new ship for a while if you get a bounty on that as well.

You should also not attempt to transfer modules between bounty-carrying ships and clean ships, as this can get very expensive. (This is to stop you taking all the modules off your wanted ship, putting them on a clean ship, and getting away with crime)
 
Excluding power play.


If you destroy a clean ship in a jurisdiction that is not an anarchy, your ship will gain a bounty in that jurisdiction, and you will gain notoriety, which will degrade 1 point every 2 hours game time.

That covers all of your questions in one (ok, kinda long) sentence.

Will any more bad things happen, like npc kill squads, loose rep for fractions etc? Yes. All of the above will happen if you continue your murder spree.

When I kill an NPC in an anarchy system?
Do my ship get a bounty? No.
Do my cmdr get a bounty? No.
Will any more bad things happen, like npc kill squads, loose rep for fractions etc? Theoretically you might off a faction enough they will send death squads after you until you build up your reputation again. No to the rest.

When I kill an CMDR in an non-anarchy system?
Do my ship get a bounty? Yes.
Do my cmdr get a bounty? Yes.
Will any more bad things happen, like npc kill squads, loose rep for fractions etc? Yes. Though since commanders can't be pledged to minor factions you won't lose reputation. You may gain a PP bounty on your head though. Or win one for killing a PP commander when you're PP yourself.

In the new system, when having a bounty, when I change ship will I get totally clean, i.e. follows all bad things the ship? All the bounty stuff will leave. However your CMDR Notoriety (Read: Bounty) from your wanton murders will continue to bring ATR down on your head until it naturally decays back down over time. Jurisdictions however are something of a trick right now with Superpower Jurisdictions having a knock on effect with closing down large swaths of space to you potentially isolating you in a large block of hostile territory. Recommend testing the waters with an Independent system/Faction and have an Anarchy you can retreat to.
