Out of curiosity, what's the minimum needed to run Elite in 4k?

Depends on whether you mean horizons or not, but taking the worst case scenario (at a big base on a planet with loads of AI and cmdrs around), to maintain 60fps at 4k with everything set to maximum, you'll need a 1080ti.
If you don't mind the occasional drop to mid 50s in extreme situations, then a vega64 or gtx1080 will do just fine.
If you're not running horizons, then a 1070/vega56 will do the job.
CPU is largely irrelevant, pretty much min spec will do the job.

I'm running Horizons on 4k60Hz screen at an average 50 fps on a i7-7700k, GTX 970, and 16 Go of RAM, with all graphic options at max except for shadows (high instead of ultra) and supersampling at 85%.
I think that using this option is the best way to get good performance, that means that my actual resolution is 3264x1836 ... close enough for me.
Anyway, would be a bad idea to buy a Geforce 10x0 now, wait for 20x0.
