Borough has many ways of pronouncing depending on regional dialect, my north east roots would pronounce it Burra.

Dutch spelling for syllables being rather strictly defined, I always found it easier to stick with Dutch pronunciation for old Elite planets. English gave me too many possible pronunciations to choose from because of the 'ghoti' problem.
