Are you rank 3 and have pledged for 4 weeks?
If you're rank 3 with Felicia Winters, and have been pledged for 4 weeks, they should be available at almost any outfitting location under "pulse lasers." They are Class 2 weapons, and should appear as "Class 2E Pulse Disruptor" at the top of the class 2 section of the drop down list in outfitting.
The only in game exceptions I can think of, would be if a station, outpost, or settlement does not carry class 2 pulse lasers. It's kind of rare, but I've been to a few that have limited outfitting, but carry no weapons. Most (if not all) "High Population," "High Tech" systems will carry them. Full price cost is 26,300 CR each. I bought mine at LHS 20 (Ohm City?) at 15% discount. LHS 20 has had every faction locked module I've bought, to date.

At Inara; log in, then click on "Outfitting." In the right side list, Pulse Disruptor appears as the 6th item down, below Plasma Accelerator and above Pulse Laser. I also ran "normal" module searches for the Pulse Disruptor, Cytoscrambler, Advanced Plasma Accelerator and Prismatic Shield Generator. By design, this "should" show the nearest "in stock" known location, relative to a reference system like SOL. I came up with zip too. My guess is they no longer show due to these being faction locked modules. I do have another hypothesis however...
