Good to see all this work.. but 1 major disappointment for me anyhow, and 1 question;
1) The AFK Turretboat exploit (otherwise known as Healies for Feelies)remains in this game to be exploited. .. If this had anything to do with credits.. it would have been fixed 2 minutes after it had been posted online. Yet it remains.
The question:

I'd like to know if that addresses the fact it seems rather absurd that I as a Winter player, transferring ships between Winters/federation controlled systems, was getting penalized on ship transfer rates for PP actions committed against ALD or other Empire powers. It would make no sense to me why actions that my Power condones would penalize me a fine/additional transfer fee against another enemy Power (if I was transferring to or from an Empire held port - then yes, I think the fine/penalty fee/notoriety fine - whatever you want to call it - would be acceptable)
