Horizons Populations of Systems in Horizons

Hi Folks :)

Are there any mechanics in the game whereby a player can influence the populations in a system/space stations etc. ?
I'm in a system where the population has a population of 23. I've been trading and doing missions in this system for a few months now, but the population is still the same as when I first arrived there!
