If you add a player to your friend list you can see where they are (if they are in the same mode/group as you), when they are online and what mode they are in. You only see the system, you don't get a wing beacon to locate the instance they are in. Of course they have the same info about you.
If a player's notoriety reaches 10, put them on display to all players (as if they were on your friend list but only in one direction) with a different colour.
This would allow players to avoid them or give chase. It rewards being a baddie with some imfamy, if the player stays in solo (or is a PvE baddie) they choose to stay out of open/PvP enabled group and their 'threat' to the community is mitigated. If they play in Open the chase is on.
Could work.

Player-based bounty missions allowing many players to go after the same CMDR would def hassle the more 'notorious' among us though, and that would go some way to being a deterrent and certainly better than any credits they may eventually lose.
Believe me, I'm all for meaningful bountyhunting and self-policing, but for the life of me I can 't see a solution to the exploiting of this.

Simple and effective would be - once your notoriety gets above a certain point...if you dock the ship which THAT notoriety was gained in at any barring NON-Anarchy systems...its impounded by the authorities...loss of ship...loss of modules...
Makes sense from a "lore" point of view (Legitimate Authorities impounding Criminal Vessels) and whilst the money isn't a big deterrent...having to re-engineer a ship/modules would be off-putting for many...
I doubt it could for this simple reason : criminal will still have the same goal. Because there is no reward opportunity for him in order to balance harsher consequences and punishments, his goal will, as it is atm, to avoid getting caught. Why would anyone take a risk without any reward ?
So the criminal player would use available tools like blocking/menu logging (and maybe more un-punished stuff) in order to avoid it or they will simply exploit the system to make money with their mates.
Don't get me wrong, i agree notoriety and system security should have meaning but don't forget the 2 sides of the coin.

The target would still be able to play in solo/PvE group to avoid being chased, but would therefore no longer be able to attack other players while they meekly hide.
What new exploit would this introduce? Or what existing exploit would be made more popular?
Not sure blocking is an issue. CLogging most certainly is imo.Blocking & CLogging are existing issues that would not be made worse. If anything awareness of their exploitation would be given a higher profile, potentially motivating FDev to take some action.

Oh to be clear I'm not against plaers with a bounty showing up on galmap (although the galmap might get pretty clogged if not implemented properly). That wouldn't cause any further exploits I agree.
I assumed the guy I quoted was also talking about increased bounties when he talked about player-based bountyhunting missions and getting people interested in them. Perhaps he didn't mean that though.
I've never done any PvP before, but lately I've been wanting to, I've got a lot of hours in the game now and PvP seems like great end-game content for me. Problem is, the only way I can reliably engage in PvP as soon as I log in is to pick on some poor guy who will probably just be trying to unlock an engineer or something, I've been really tempted to just fit an interdictor and go find someone. I might even do it tonight.[haha]
I don't know what the solution is though, open only powerplay? I'd definitely be up for giving it a go, it would be the first time I pledged to a power.
