Engineers Black Market unlock

So, I'm trying to unlock the dweller and I've picked myself up a bunch of imperial slaves. I headed out to smith port in pathan which is under federal control and in anarchy but the black market will *still* not let me sell anything (you don't have anything to sell (which is all it *ever* tells me)) I just don't get it???
honestly I've never been able to sell anything at the black market, something seems off.

If the commodity is legal, you can't sell it in a blackmarket, only in the commodities market. Black markets are for illegal goods.

If you want illegal goods to sell, just hang out at a RES and wait for ships to jettison cargo.

I just steal the contents of a delivery mission and sell to various black markets.

Anarchy systems don't have very many illegal goods, so the black markets there won't buy them.

Try a black market in a democracy or confederacy system.
