Seriously though, regular PC cleaning is a good habit to be in. I seriously HATE to dust the house (around here dust is a country accent) but I will keep my computer nice and clean.
 
I'm lucky enough to own a compressor and air duster attachment, it's the best thing hands down with sugar on the top for dusting out electronics. Probably not worth buying just for this purpose though unless you have far too much spare money.

Fan filters, either very fine weave mesh or at a pinch foam are pretty effective, mesh is a lot easier to clean than foam which really needs washing.

What is hot?

An Intel cpu is just fine at 70-75c. Sure that going beyond what I would prefer. But you wouldn't see damage until you go well past 80c.

I have also ran systems without swapping paste for years and years and years, 10-15 years easy.
Just get the dust out of the fans and cooling surfaces.

I would re-apply paste if I needed to take the cooler off for some reason but only if I needed to swap the motherboard or some other thing.
Getting the dust out is pretty much all that is needed.

One thing I have noticed though, and probably not a surprise to anyone is that the stock Intel coolers are practically single use.

If you need to remount those the plastic hooks and tabs just don't have the pull to maintain good cooling. But pretty much any cooler is better than those.
