At a streach you might argue that the one body in that system is in fact in an orbit around Sagittarius A* so therefore has an orbital plane.

But yes, i realise that this is not what is being referred to.

Belt clusters and signal sources are generally found in the orbital plane but are way too small to count as "bodies".
