I delivered 40 out of 45 items, why I can't finalize the mission as Partial Complete?

I don't remember exactly, but I think you can only partial complete in a quite narrow band. I think it's >90% complete, which you miss by 1 or 2 tons.
It's not possible to i.e. complete a large Missions by let's say 20% or even 70% and "call it a day" by partially completing it. Doesn't work.

I was wondering how this works too.
The "dotted line" located at roughly the 50% mark in the progress bar would imply to me that anything passing that line should be a candidate for partial completion. If that's not how it's supposed to work then what does that dotted line mean, and how does partial completion actually work?
And, OP, since I don't actually know how it works I'm going to guess that the issue could possibly be that you left 5 tons unclaimed in the pick-up depot and as such it's not actually "lost" in a sense that a partial completion could be granted. That means technically a "full completion" is still attainable and I'm thinking it's to prevent you from gaming the system just like this example illustrates.
If you want it in roleplay terms, the procurement officer at the delivery station phoned his supplier to get the status of the missing portion of the shipment and the supplier was like "Nah, mate, the bloke left 5 tons of it here on my dock."

...it makes sense... except that the telephone line travels at light speed and it would take 7 years to get the telephone ringing!
I think you need to either lose the remaining cargo from your ship or possibly wait for the time to expire.
I have the same problem. Spent 3 hours with friend dropping thousands of supplies off. Lost one supply run and now it’s screwing us out of 5.3 million credits. A waste of my day.I delivered 40 out of 45 items, why I can't finalize the mission as Partial Complete?

I think it normally says on the mission page that the goods are unique to the mission. Meaning, you lose some, it’s over. You could try buying one of the commodity though, to see if it will let you deliver that, if it does, happy days. Buy the rest and complete.
As it says right up the top of the OP's pic, there are still 5 tonnes awaiting pickup at the port of origin. "Partial complete" is only available once all of the cargo at the supply depot has been picked up. In other words, it's only available if you actually lose some of the cargo (pirates, cargo scoop failure in Supercruise, accidentally hit the "jettison" button, that sort of thing). It isn't available if you just can't be bothered to go back and pick up the rest. Sorry.
I believe the dotted line means you're allowed to lose half of the shipment, and still claim a partial completion (for reduced reward). Lose more than half of the merchandise, and it's mission failed, no matter what (with the resultant penalties of fines and negative rep).
