Frankly, it sucks.
1) Every time someone comes online or goes offline, now not only do I get a text message (which clogs up the chat window), but I get an audio ping that sounds like an incoming message from a friend. I need neither of these things. If I want to see who is on or offline, I will quickly check the friends list on my comms panel.
2) System chat - Don't care. I don't care what channel I've entered or exited. How about just displaying the current chat channel in the system chat subpanel, instead of listing them as historical notifications?
3) I have this distinct feeling that with the clogging of the chat panel, that direct messages between friends are being lost. And the seemingly bugged, persistent "inbox" indicator is evidence.
4) Auto-target chat has been removed. This was a poor choice - when I target someone, my chat should automatically default to a direct message to that player. Until they are out of the instance.
5) As Cosmo and Hacker pointed out below - things like NPC sysauth messages should also be in their own subpanel. Quite simply, my default chat window should display only chat between me and other commanders.
The chat panel used to work fine. Please make it work fine again.

*edit* Update, I just learned that you can turn off notifications in the chat configuration menu by setting them to hidden. So far, no online/offline messages and no chat channel messages have been clogging my DM window. Much better - It's like it used to be. Now I can handle the odd comm from npc auth ships and such.
Now just look into the possibly broken player-player comms and I'm good.
