No Famine System?

o7 CMDRs!

Was looking for a Anarchy system in Famine state the last few days to "collect" some transport ship materials, but the are no Famine systems at all. None! Zero!

Is this normal? Or some kind of bug?
 
Not yet. All states were reset for 3.3
There are alternatives like rez in anarchy systems, or any old cnb as long as you don't mind getting wanted and notoriety
 
If I remember correctly, Famine is now part of the economy axis, below bust. I tried to verify and looked for a faction in bust to see what was below. EDDB only listed four factions in bust, all of which had not been updated since 3.3 was launched. I think it's going to be kind of hard to put a faction into famine.
 
Depending on what you're looking for, you might find better odds looking for a different grade material and trading. If it's heat exchangers or something in that tree, look for USSs in boom systems and see if you can score some proto heat radiators. If it's mechanical equipment and the like you might be able to track down some improvised components if you can find a system in civil unrest and so on.

Yeah. I looked back through the old livestream and famine is beyond bust. Outbreak seems to be its own "random" state.

Where "random" = not sure what causes it yet.

We've already seen how Pirate Attack can smash a systems security, so maybe there's something similar for the economic state?

I've completed a Spec Ops mission where the revealed target were 30 Civilians of the controlling MF. Upon completion of this atrocity I received specific confirmation that further actions like this will cause an Outbreak to happen with the targeted MF.

If the same goes for simply killing Civilian ships or if that only plays into downgrading the Security slider as a whole is yet to be tested.
