Optional mission targets are OP

I just had a very frustrating series of encounters with a deliver mission optional target (hostile ship sent against me). In the first encounter, it was clear that I wasn't going to win so I start running. Security forces show up so I turn back to help, and with the help of the security forces manage to kill him. I received no mission credit or bounty for the kill.

I manage to make it to a station to repair and add some reinforcement modules. I get back into super-cruise, and there he is again. He interdicts me and this time I'm managing OK. Security forces show up again and together we get him down to about 35% health and he manages to get away and jump back into super-cruise. I jumped back into super-cruise and he immediately re-spawns with 100% health.

How did I not get credit for killing the target the first time?
Do I need to get in the last shot, or do a certain percentage of the damage myself?

More importantly:
How is it possibly considered fair game play that an NPC can immediately gain 100% health just by jumping into super-cruise?
Is this a known issue that Frontier plans to fix?
 
It's a known issue, that was fixed, but has seen been a reoccurring issue.

I believe I've read multiple bug reports on it, so just add some relevant information to an already existing thread to let support know it's affecting multiple players.
 
100% health is a thing and has been a thing forever. Hit the drives if you can, they should not be able to jump; if you damage them enough.

If the wanted ship hits you first, then you kill it, you should get the kill credits. Could be a bug that you didn't. Who knows?

It's a dumb issue. That's what it is.

If I recall, there is some disconnect between your Combat Rank and the type of mission rank that plays a factor in determining the rank of NPC's out to get you.

But then, if the NPC's aren't putting up a fight, they're not much fun for long either.

Well, being I'm Elite in trade, whenever I do an elite mission and attract those pesky NPC flies, they will be Anacondas… Usually 4 of them. Apparently, they're the only ships that elite pirates care to be seen in.
