Might be able to BGS Engineer systems to be HGE hotspots, or; Combating extra RNG when seeking HGE

While hunting for HGE Emissions I think I've noticed one of the changes to the effects of BGS on the wider "economy" for Engineering mats. It seems true regardless of being High-grade, encoded, or degraded emissions or the other USS resolves states but most people seek out HGE over the other types....

Old Way:
  • To find a specific Grade 5 engineering material you hunt for specific HGE in systems in specific states, to get Pharmaceutical Isolators for example you'd look for an Independent or Alliance System in Outbreak (along these lines...but new BGS states aren't all factored in yet)
  • The system status is governed by the Controlling Faction's status and the system inherits the BGS state and Alliance of the Controlling faction
  • I often wondered if the status of other factions in the system influenced things but it never seemed to before...
  • You spend all day in supercruise waiting for the HGE to pop up in front of you.

Employing the old way in the new BGS world, seems to result in finding the "wrong G5 mats" in the "right system". And if you only faction in the system status you are only getting about 1 out of 7 changes of getting the G5 mat you wanted out of that HGE assuming there are 7 factions in the system.

New Way:
  • HGE are generated in the system
  • The HGE is associated with one of the factions in the system.....and the HGE takes on the properties of that faction, its BGS state and Allegiance
  • Once a System is chosen you can jump in and scan with FSS or Nav Beacon and hope there is a HGE that will last long enough for you to get to it

Employing the New way in the new BGS world:
  • Either keep jumping into the "right systems" and hoping the RNG for HGE matches up with the RNG of the faction being associated with it, or
  • Evaluate all nearby systems for ones that have the maximum percentage of factions in the desired state to increase the changes that the HGE will be associated with the faction in the right state
  • Once you have a favourable system you can collect from Encoded Emissions until a HGE pops up....so at least getting a positive increase in mats even while waiting.

We could take this one step further....we could engineer the BGS in specific systems to provide the optimal conditions for HGE collection and remove/minimise at least one extra layer of RNG from the equation. Although taking Pharmaceutical Isolators as the example again, that means we need to find a system that has as many stations as there are factions in it, having each faction only own one station, and then keep carting Biowaste to them to put them into Outbreak (if that even works still). Since Outbreak is supposed to work a little different now I'm not sure anyone would want to be located near that system (so it becomes the same problem of finding a location for a nuclear waste dump). Also how do we know that Outbreak can't be spread now? The other G5 manufactured mats are probably less problematic but I raise it to point out it would probably take an altruistic group to organise and maintain this maybe with a slight BGS based charge to help maintain it.

The other option is improving the current tools to accommodate the above logic. At the moment I'm not aware of any external tools (Inara, EDDB, etc) that provide a search that lists this kind of thing (a search that shows X of Y = Z% factions in the desired state and allegiance type, and the sort the systems by the Z%, range to reference or current system, max distance to all bodies in system, and max age of the last update). Would be good to reach out to those making those tools to see if this can be added or if it already exists.

Just an idea....I hear they are dangerous.

It'll probably be a while before the BGS settles enough to really see the results but worth trying out.

Biowaste transfer missions still *say* -Outbreak for the sender and +Outbreak for the recipient, but the places which used to be in near-permanent outbreak as a result of this are not showing any sign of it, so there may be more to it.

Them Spec Ops missions also contribute pushing the Outbreak chances up, though I don't know if they also did before 3.3 landed. I only did one of these missions and it was disgusting from a moral and other standpoint.
 
without much hard data I got the sense that high population systems generated more USS but at the same time it didn't "feel" like that necessarily lead to more HGE. Statistically, it could, but I that was a flawed "sense" of things over 3 days of jumping around....could also mean there is just more "noise". More work is needed......
 
Less High grades are spawning now then before patch.Something is obviously wrong.
Please ignore me if you are already doing this but I find jumping into the Nav Beacon will usually always find me High Grade Emission Signal Sources. I do not really need them anymore but I guess they are useful should I feel the need for trading with them?? Yup I get a full load of imperial Shields on a regular basis although my passengers might not appreciate the detour :)
