Massacre Missions

Is it normal to drop into the Mission Target USS for a 40+ kill massacre missions and only have 2 wanted NPCs spawn?

Seems like a stupid mechanic to me.

Sometimes I get 0 spawns :(

And sometimes I get so many spawns I can't kill them all fast enough before they jump away :(

I only take wing MM, so I agree with this. The solo pirate assassination missions are quick and easy, when they dont lead me across multiple systems.

I still only take Massacre missions in systems with RES. Searching through the USS's hasn't proven efficient. RES + Interdictor.
