Planet stages of render

Is it just me or do planets seem to go through stages of render as you approach? It’s really clunky, first as you approach from a distance they tend to be ok, then around the time you hit orbital cruise the planet seems to be like a painful slide show as detail is layered in blocky and suddenly. Now hit the glide and more blocky sudden render as more detail is shown then you break out of glide and again more detail ‘pops’ into view in stages - especially shadows. Is this normal? Does everyone get this sort of behaviour in VR?

This is pretty normal for very large games. As you get closer, more details get loaded, because it's not feasible to load all the high quality assets for a planet right away just due to hardware limits. I think the problem is exacerbated in ED, because if you think about the sheer size of a planet, and all the terrain data associated with it, that's a ton of stuff to load dynamically, and there's gonna be some noticeable pop in.

Yes I was getting this bad tonight when landing the signal kept bouncing all over the planets surface while trying to land also

That's what they do. You were doing a planetary scan mission where you have to search for the landing site, right?
