If a CMDR attacks and kill another CMDR in Cold blood Ie: No bounty No Power Play Just a clean player or you get a X amount of fines\bounty's from Criminal activity you get a Point taken off your Standing Score Or a Demerit on your Score with the Pilots Federation. If this CMDR gets so many Strikes on their name they start getting placed on CMDR Bountyhunting boards that NPC's and Players can use it for finding and attacking a target. Now here is the kicker If they hit a score of zero or a X level of demerits they effectively become banned from the pilots federation essentially banning them from using any "Official" Pilots Federation star port Galaxy wide (Now this would mean every star port currently in game in safe systems). Means NO FUEL NO RESTOCK NO DOCKING. IF they even request docking they will be attacked by the Star Port and a instant "KILL ORDER" will show up on them and all available ships are open to attack this CMDR. If the CMDRS ship is destroyed the ship is impounded for X amount of time and they are given a Sidewinder to use. Now once this has happened they have a VERY low score with the PF. This will cause them to have to pay more for modules fuel and repairs even ship transfers will double in price and time. To increase this score it will take either running missions for the PF,staying clean for X amount of time or Killing Thargoids or Other high Threats to the PF. Once the Impounded ship is released it can be up to 50% of the build cost to buy it back from the Broker who has it. This too will have a X amount of time that is available until the ship is sold for scrap
Now CMDRS that become Banned get thrown into the "OUTLAW" status. This status makes them a criminal to the eyes of the Pilots Federation and keeps them from using any Pilots Federation starport the only places they can dock or do business is Anarchy Systems or stations that are owned by Pirates or others of a Criminal nature. Once a CMDR hits zero or the X amount and becomes banned they get a Crime Stat the higher the Crimestat the higher they payout for their destruction This stat\rep will follow the CMDR not the SHIP This will breed a whole new play style. I for one would love that I could labeled as a Pirate and be on these boards for my evil deeds!
