If I remember correctly, last time I have seen a Sagan class research ship, it didn't have any docking bays.

Sagan class tourist ships do not have any landing pads, small, medium or large. They've (presumably) got the little docking hatch on their sides that most un-dockable megaships and un-dockable installations seem to have and that looks like something Viper-sized or smaller could fit into, but it's just there for decoration. NO-one can dock at them. Sagan-class tourist ships are just there to be looked at - or raided for mats, if you're feeling malevolent.
