You travel all the way to Colonia. That is 22000 Light Years.
On the way there you scan a lot of systems.
When you arrive in Colonia you stop at a station controlled by Colonia Council, let's say Dove Enigma in Colonia System and sell exploration data.
Usually it takes 8-10 millions worth of Exploration data to get ally with the faction controlling the station.
However, it's better to do that after you get the invitation for the other 3 Colonia Engineers.

Once you have the necessary reputation, you'll then get an invitation mission from the Colonia Council faction at one of the four stations in the Colonia system. (Which station offers the mission is a bit random, so you will probably have to visit a few of them - but it can be offered at any of them)
It's basically the same as the invitation missions for Liz Ryder or Zachariah Nemo back in the bubble.
