When does a reported poi become confirmed?

Interesting situation, I decided to take my little Cobra on a hike out to guardian country to check it out and see if I could nab a blueprint.

I noticed a "reported" Guardian structure in my codex and landed at it.

Then wondered if just going there confirms its presence or do you need the detailed surface scan?

If you confirm or report a poi you will get a codex reward in your transaction tab. Scan all the things[yesnod].
