So anyways, I want to know from a Dev whether this was intentional or not, since they're grouped together and wearing their character colors.

It's very well possible that this group of guests is a creation of a player that owns a VIP Group ticket. Those tickets were available for sale last year. You can use a VIP Group ticket to create your own group of guests.

I don't know for certain though. It's also possible that the devs have added this specific group of guests.
