Patches of insects flying around overfilled garbage bins.

Butterflies in heavily nature themed parts of the park or bushes that attract certain types of insects.

Small critters like squirrels near trees or frogs near large ponds with lilly pads

Granted this doesn't really have a gameplay impact, but it could in theory... if anything it would make the environment feel even more alive like with the birds.
 
Any introduction to animation will take away from the real resources needed to create the park, especially for those with low to medium computer specs. In saying all this you do have good ideas and I agree in time way down the track they could introduce this and other elements for environmental feel which should be optional in game play.

Haha, now amplify the effect add squirrels, rabbits, bird varieties and frogs and you have a whole map like this, it's all cumulative - I like the way you cherry picked here :)

I am not for this, but technically it could be solved by that it is only visible and generated close to camera, and not in entire map.
But it will anyway add up, little by little.

As for me it is not needed.
