I was attempting to do this in my game last night and was disappointed to discover I couldn't.
I have two blocks of toilets about equal distance from some food and drink stalls but I would prefer the guests to use one block over the other due to the traffic flow of guests. If I could link signage advertising to them then I could totally influence that.
Plus, what if I decided to have some toilets pay and others free? I could use the advertising feature to push guests to the pay toilets instead of the free ones. You may ask why I would do that in the first place. I don't know. It was a hypothetical example that a player MAY wish to play IF they had the choice to do so. Nobody said the game HAD to be played in a realistic way.
