Exclude DLC from a Scenario

Been working using the Research tab of the Scenario editor and cannot figure out how to exclude DLC from my scenario.
 
It was mentioned in a bug report somewhere that DLC's are always and only available for players who bought them.
You can not add or remove those from the research tab. This only works with the games basics.

This way they avoid scenario's not being able to be used by people who don't own the DLC.

How would allowing us to set the research for DLC effect whether or not the scenario can be accessed by those without the DLC, especially if I set it to not allow DLC?

Its not like people are saying "allow us to unlock the DLC in the scenario editor without purchasing it" the OP is asking for the exact opposite

If that is the case it should be automatically disabled in all scenarios otherwise I may create a scenario eith 1 piece of DLC which cant then be used by people who have bot bought the DLC therefore makibg the above argument invalid.
What I want is a check box in the scenario setting which says 'Allow players to use PDLC' in the same way we can allow players to turn on/off security, staff features or track limitations.
This would allow anyone to download and play the scenario but limit the players to the assets which have been allowed by the scenario creator otherwise there isnt much point in javing items in the unavailable column to add to the challenge.
 
I started an entire thread about this in Suggestions and Ideas.

Those who think that because some people have the DLC and Some don't that if the Scenario then has DLC, they will be forced to buy the DLC or not play the scenario do not clearly see the point.

The idea is to design a scenario that is a level playing field for all. So when you see the results later from players Charlie and Tom, Tom who has the DLC, cannot put in a Ghost Ride in his version and show it off.

Or more to the point, when these Scenarios are done in competitions, then the players play against each other with the same building sets. No Munster Kart pieces showing up on the Main Street buildings. My Small Park Competition for RCT3 was famous and we used sets that all could have access to. The Scenario editor then allowing the creation of researchable or useable pieces only from sets that everyone had access to.
 
Prior to the Scenario Editor one of my favorite things about DLC was that it was always available, I could count on having it no matter what the scenario's restrictions were. But now I can go into the Scenario Editor and allow anything I want, so that's not an issue.

It makes sense to have a toggle in the Scenario Editor that excludes all DLCs for that scenario -- no issues with the Research tab, just a simple check box.
