Arkamonta, occasionally unlinking the account under your Security tabs and then relinking it through Frontier's site - sometimes - helps clear the logjam and the importing begins again.

I am getting the same issue (but on PS4). Inara.cz updates correctly using the Frontier account service but EDSM is weeks out of date. I have also tried removing the account link and reconnecting it with no change.
Edit: I think I noticed the issue by using the browser dev tool. EDSM will fetch new data only once every 60 seconds, but when it does it is requesting only one day at a time! You will have to wait 1 minute for each day you have not been logging data in EDSM. On days that you have data the progress bar will turn blue and say "uploading your journal events (<date>)" before resetting the 1 minute timer and waiting to fetch the next day.
