Magic Vulture?

Doing a bit of PvP this afternoon, when I found a shield-less wanted Vulture (hollow square) so defo a player and NOT NPC.
Went to check the Vultures weapon load-out, but the ONLY thing listed under sub targets were the two drives. Bug? or is there some super stealth build I don't know about?
