Well, the station wants only people who want to get people out of the station. So if you loiter, you will probably get a fine.Why does it exist? i have to maneuver to avoid collision and im gettign fined and i can't take survivors until i go somewhere else and pay the fine, it's just dumb.
You can't pay off a fine at the same station that issued the fine?
From the guide on crime and punishment from FD it states.
Fines can be paid at security contacts, however, bounties can only be paid at Interstellar Factors when your Notoriety is at zero.
I agree its strange but can make sense as @Icybow73 stated. If a ship request docking at a burning station but decides to hang out and cause problems for everyone else entering they should get a fine. It just so happens the docking time to land is just not quite enough to maneuver a large T9 through the chaos sometimes.and so how is it any less dumb that i get fined for maneuvering in a destroyed station? Im risking my ship for those refugeers and i get a fine ?

the problem is that you have to return to the rescue ship to pay it. You can't do it in the station and you can't take passengers while you have a fineWell the Fines being so low why worry about it.
Yeh, edited my post, I wasn't very clear what I meant.well the damaged station i was in wouldn't let me pay it. Yes it's no big deal but i feel like a station on the brink on internal meltdown doesn't really care about loitering and could let ppl take refugees even if the have a 500 credit fine
