What power system state am I looking for when trying to find millitary grade alloys (MGEs) in my HGEs? I thought is was war or civil war in fed or empire but all I'm finding is core and proprietary composites in those systems.

Stick to independant systems to avoid picking up CD Composites and Imp Shielding instead.
HGEs in suitable systems also yield Potato Radios as well. Sometimes you get what you want, sometimes you don't.
Best thing, IMO, is to pick out a "loop" of half a dozen systems, jump to one, scan the nav-buoy, check out any available HGEs and then jump to the next system.
Rinse & repeat.
Just 'cos you're finding Potato Radios in a suitable system on one occasion, it can provide MGAs next time you visit.

Uhuh.
I forget the system but I picked up all my pattern data for the Guardian toys at the "third site" of the original 3.
It's one of the big "ampitheatre" Guardian Ruins and it's got heaps of obelisks.
Fortunately, that means you can always pick up some Epsilon data on each lap.
There have, however, been times when I've only picked up 2 in a complete lap but then, after menu-logging, I'll get 10 from the first little group of obelisks, alone.
Gotta love that RNG.
Gotta scan with the TGE in the HGE. Once the CGE tracks the SGE you can close in with the VGE and AGE the whole thing.
