After they all went missing following a patch, am I correct that they are still conspiciously missing from Colonia? :/

Yep, still all missing.
There's a moderately confirmed bug report at https://issues.frontierstore.net/issue-detail/1560 (though it's not clear if it's actually a bug or not) which might help raise the profile.

update: support was unaware of this issue, and thought it might be file invalidation issue. I've forwarded them some more stuff, hoepfully they can pass it along to the devs. 
It's pretty poor that FD haven't responded to this issue and fixed it, in my opinion. It's not like you are asking for special treatment, just restoration of PWA availability prior to damage inflicted by the recent updates.
On the one hand, 71 million is a lot of money for a PWA.
On the other hand, it's only about 45 Void Opals, so if you like core mining you'll make it back soon enough.

Missing pulse wave analyzers?
I’m way out in the Tir area. Plenty of mining equipment except the pulse wave analyzer. I’ve used EDDB, looked at almost every station and can’t find one. I completely understand not having “A” grade items this far out from the central system. But common, game play/RP wise. It makes no sense...
