This wasn't an issue of cheating. It was an issue of moderating, and Frontier showed they do not moderate in these circumstances.
FD have never claimed to actively moderate. I assume by this you mean a moderator being there at the same time (in-game) and doing something? It was a weekend, why should anyone expect 24 hour moderation of that sort? Do you pay a service charge to cover such moderation?
And how long did it go on for, and how many commanders were really affected by it? Only those that appeared in that instance (and if they were bothered, they could simply block the player and re-instance, or choose another mode). Just as the vast majority of commanders aren't really affected by the cheaters (except in PvP, but again, you can block cheaters if you encounter them).
None of this is to say that FD shouldn't do something about it, but the players wouldn't and shouldn't be party to that (for a great many reasons). Adding automated protections for things like this is an ongoing process and will take time. It is also something that will likely last the life of the game. For every protection FD introduce, hackers are going to try and work around it, because that's what they enjoy doing.
