cannot refit modules without enormous cleaning bill !!!!

OK I made the mistake of storing modules from a ship with a piddling bounty on it for trespass. I have been back and paid the bounty but when I return to storage star port I find I still cannot fit the modules without paying a ridiculous sum of credits to clean them.
Is there another solution because it passes me off. !!!
