I have 6 occupied escape pods but I can't turn them in

The game just doesn't want to let me turn them in, found like 7 of them on a planet, let me turn in one and now the other six are just sitting there not being acknowledged, known bug?

Are they marked stolen?

If so, you'll need to sell them into Slavery to a Black Market. Search & Rescue doesn't accept rescued people that were stolen from a Planet Surface ;)

It's ELITE logic, so don't try to think about it. Sometimes Escape Pods are legal, sometimes they're illegal (typically on Planet surfaces) xD

The Devs have lost some marbles.
Escape pods should always be legal salvage. They're escape pods, with someone inside. That someone is in danger, no matter whom. If it's a criminal, then let the search and rescue office deliver it to the security forces.

If you find a crime scene guarded by droids would you expect the police to be happy for you to scavenge it?

If they are illegal & you still want to rescue them (a reasonable desire) there are other ways than just selling them like cargo ;)

This is a pile of something like 70 escape pods I had collected while scavenging that I dumped in front of a parked police AspX. Increased my jump range significantly ;) This was before the search & rescue contact was added to station services but I also didn't dock for over a year after this pic was taken.

I think this is one of the crazy and sloppy mechanics of the game. I found escape pods guarded by skimmers, but in an unpopulated (anarchy) system: They seem to be always legal and the cargo with them is legal salvage too.
What difference if you find the same in a populated system? I can understand, that the cargo may be stolen and illegal, but an occupied escape pod??

This is all either not thought through, or quick and dirty implemented. Or both. You should be asked where you found an escape pod, you should be able to report the location (if there still is cargo and/or pods), and so on. Selling an escape pod to black market should be a crime, not depending where you found it. System security should care about this (is it a crashed ship or pirates shot down?), and so on.

So, I was able to get rid of them, wanna know the kicker? I HAD to sell them in the black market....the ONLY place I could do anything with them...

Someone, somewhere could use the organs harvested from these. All in all You might have saved someone's life.
Everybody wins... right?

Where does it state that occupied escape pods need to be rescued by you specifically other than missions to do so? Perhaps these will be scooped up by SAR or someone affiliated with those in the pods instead of some random stranger dropping them off to whomever for whatever purpose? Just RP questions.

Instead of grabbing pods we should be able to hail SAR and have a ship appear to collect these things UNLESS we can outfit a medical bay and living quarters for the occupants, and we register with SAR to do these missions.

Imagine the scenario: Earth is suffering from a plague or some radiation effect, and the occupants are escaping by the millions however many are not making it out of the immediate orbital area and are left floating in debris in their pods. The mission from local stations could be to collect these and deliver to that station, so they can be processed. There would be a finite amount of time for this to happen before the all clear is sounded, and maybe you could keep a running total of your results.

If you'd steal my mom from my backyard, that would be very illegal.

Just do like we did in the early days , slow cruise towards the main star an bulk jettison all pods , now start taking bets whos pod can reach the star fastest.
