In Witch Head running supplies from the Outpost - got a fine, now what?

So I'm running supplies to Empire stations in Witch Head and I was talking to my wife when coming up on docking. I forgot to ask for docking permission and got a trespassing fine, now I can't sell commodities and there is no authority contact in the Empire systems to clear my fine. I just went to Jackrock and as I thought being a different faction, can't clear my fine there.

Do I really need to go all the way out to the bubble to clear a $400 infraction?

IF stations are out in witch head nebula...
go to galaxy map turn on Filter by independent systems and then theres this system in yellow that has a astroid base and IF station

that's what you get for not doin Ezra

There's an Interstellar Factors facility at the Witch Head Science center in HIP 23759

Awesome! Thank you, this is what I did.

The galmap has been incredibly flaky for me for IF and Material Traders. For one, it won't show me they are present in the system until I've docked at a station with facilities.
Before docking (note I'm IN the system):

But by far the worst part, is this is not persistent across game sessions. So once I quit and reload, I have to dock at a station for it to show up on the galmap filters again. This has been a long time bug I got sick of reporting. So I don't use the galmap for IF or material traders as it is worthless to me.

Haha- to be fair I was going to drop their after getting the fine but it is 100% on Semiconductors and Copper.

Which is why I typed set it to independent alligance setting not Services..

Wait what? Sorry I misread your original post. So all Independent systems have IF? Any tricks for Material Traders?
All independant systems in the witch head nebula have IF because there is only 1 single system run by independants..
All systems that are low security have an IF some were thats global..

Material traders Don't have a fixed pattern FDEV put in specific systems manualy to break up the pattern...
It was based on economies untill fdev specificly alltered it on purpuse not to be in a pattern...
Web site like inara and eddb use that to guess and then rely on users to correct it when wrong..

Thanks! Great info on the IF; that seemed to be my biggest issue in the bubble as I seem to always be away from my 'known' IF when I get a bounty.
