Carriers and Support Ships will have a 20% Discount at the Raxxla Shipyard.

I think FDev have said that carriers will only be available from a limited number of places.
Given the cost, if they put any of those places in LYR space (and assuming LYR does provide a discount, of course), they might as well just not bother adding the other options at all.... except, possibly, one in Colonia.

For the sake of LYR and its pledges that there is no carrier seller near them. Its going to be open season if there is one.
