Anarchy & war/civil war systems

Last night I was shooting up some innocent cargo vessels in an anarchy system to get to their juicy(engineering) parts. Can’t remember which system my ships currently are. That got me thinking, which state for an Anarchy system is best from a materials gathering perspective?
I also visit some systems in civil war from time to time to get some rank for a Corvette. What is the difference between war and civil war in systems? I’ve been to civil war only, and it seems like several factions from the same super power are at each other. Does that make “war” systems between two rival super powers? Say Empire vs Alliance? Which is better for ranking, war or civil war? Or is Rep+++++ the same, regardless of activities/factions/powers?
 
War and Civil War are functionally the same.[1]

Civil War occurs when both factions are domestic to the system.
War occurs when one or more factions are foreign to the system.

For completion, factions with the same ethos (not government type/superpower) will go to Election instead of War/Civil War, except for anarchies, who always go to war/civil war regardless. The different ethos are Authoritarian, Corporate, Social and Criminal, and are not shown in the game.

So, let's say System A contains the following factions:
  • System A Power Exchange (Corporate)
  • System A Union (Authoritarian)
  • System A Pirates (Criminal)
  • System B People's Front (Authoritarian)
Where System A, System B are the respective faction's home systems.

If System B People's Front would go to conflict with System A Power Exchange, it would be a War, because System B People's Front is foreign to System A
If System A Power Exchange would go to conflict with System A Union, it would be a Civil War, as both sides are domestic to System A
If System B People's Front and System A union are both Authoritarian entities and would go to conflict, they will have an Election, regardless of the factions being foreign or not.

Some more examples:
An Imperial Authoritarian and an Imperial Corporate faction would go to War/Civil War
An Imperial Authoritarian and a Federal Authoritarian would go to Election
Two Independent Corporates would go to Election
Two independent Anarchies would go to War/Civil War

[1] Sorry for the constant edits. It's worth mentioning before 3.3, War and Civil War were distinct in they had different influence thresholds for triggering, and for victory/defeat, but as conflicts aren't resolved by influence levels anymore, this is no longer relevant.

You can however deduce the ethos of any specific faction by looking at its local news article in the station.
