Water Worlds

Not if this is the composition of the atmosphere. So the atmosphere consists of 100% water. No nitrogen, no argon, etc.
So above the solid crust this world has just water in gaseous form. But if it doesn't condense and becomes an ocean it is still a rocky world.
 
A "Water world" in ED is defined as a world with liquid water on its surface; the atmospheric composition is irrelevant. In this case, it's probably too hot for any water to be liquid at the surface.

Eden, the planet around which Hutton Orbital orbits in the Alpha Centauri system, is just such a world.

Water is an extremely good greenhouse gas, so planets with 100% water atmospheres are usually extremely hot.
