FD have not yet implemented said feature and that is essentially a response to "give me an example of a false promise from FD".
So far FD have not implemented said feature, so it is, technically, a work in progress, and not a false promise, unless FD have stated that they will not implement it... which, from what I know, they have not.

I'm not surprised you're not seeing the goal post being moved, you also didn't see the link for the quote apparently.
Frontier gave us the manual and the collapse mechanic by definition takes several weeks to happen. When after a few weeks the community realized "hang on, that's not working at all as we've been told" Frontier came forward and said "Yeah, sorry. We didn't implement it."
That's CONSIDERABLY different from telling us from the get go that PP was released WIP and e.g. collapse isn't in yet. That's exactly the kind of unclear communication a lot of people often complained about.
