Yes they are, they took money in exchange for goods or services. They can supply, provide updates on request to justify any delay or change of plan, or they can allow the customer to back out of the contract by reimbursing them.

Frontier are taking the path of least possible communication to satisfy this, it is disgraceful behaviour.

Or they could shut down all development and say that's all folks, no reimbursements.

Pretty sure if you check the fine print, there is nothing that requires them to refund anyone anything at this point.
 
The 2020 update is still more than a year away. Considering that Horizons was only announced 4 months before release I guess that we won't get any info until the time between December and Gamescom 2020.
The update after December will probably come sometime March / April (IIRC the plan was to have quaterly updates between 3.3 and the next era?), so I would expect info on that shortly before or after the December update.
Regarding a roadmap for bug fixing, they just did that with Patch 1 and 2 for the September update.
Will there be a beta for Fleet Carriers? Well that would be nice to know, but I guess we'll find out soon.

Ahem.

A roadmap for all the long lasting bugs and exploits that exist since day 1, are gamebreaking and prevent the developement of the game as a whole. For example, the instancing bug that ensures that you will always be placed into an empty instance unless you restart the game. Or the mode switching exploit(s) that let you duplicate basically anything if done right. Not to forget combat logging.
Granted, these are all network related but it is that very aprt of the game that is most borked but never gets any attention because, as Zac said himself, FD is cherry picking the easy to fix issues while ignoring the giant elephant in the room, refusing to do their homework that is long overdue.

Yup, crying the victim is pretty disgraceful.

I agree. Those defending FDev on this by implying the customer chasing up progress is the one who is unreasonable are fools.

They just need to offer refunds for value not redeemed, those unhappy with the protracted delay cant take it, those happy to continue to wait, can continue to wait.

It is not a difficult problem to solve :)

I dont want to get caught helping but talk about powerplay.

Stig mentioned he doesnt bother with it but no doubt has strong views and opinions on how its meant to work and those who do use it are doing it wrong.

I have never pledged. I think Hudson not favouring corporations (as winters & Mahon do) is daft, that's the extent to which I care about Powerplay.

ETA I still hope it is improved for those that do it though.
