Powerplay and Influence?

Hi again,

In Zachary Hudson powerplay, according to Inara, gives "Influence gains boost for Federal minor factions ".
It is possible to use it somehow?
I mean, what is necessary to boost the influence in this way?
Just to be with Hudson? at grade 5? I can't find any details.
 
Isn't that just a controlled system effect? Applies everywhere in his sphere of control, no matter which player changes the influences.

However, Winters & Aisling both have a more global effect where depending on what rank you are at in that power, your influence actions will be increased by a certain %
 
Does it means that the effect is passive?
I mean , if your faction is within the controlled sphere, it receives this extra influence?
The player can't do anything, right?
 
In fact, I don't know what Inara means by "Influence gains boost for Federal minor factions", but game itself defines Hudson's rank 5 bonus as this:
100% increase on bounty payouts in controlled/exploited systems.

And I don't see any mentions of additional influence gains for Fed factions there.

So, yes, that is a "passive" effect in control systems, regardless of whether a player is pledged to that faction or not.
