Sure we can. Those are the open letters except for E, R and G, which are sometimes closed and sometimes open, as has been said.

If we want PG of course, we must also avoid w, Y and the dipthong db.

My uncle found a nice example of that in a pupil's essay he was marking. It contained the phrase "queu with ease". He corrected the spelling and added the note "not enough 'e's".
