Another important point is that the 100 people quoted include devs/creatives/management/sales/QA and who knows!
a full development team (over 100 people!)
The Elite Dangerous devroom has 100 people (+- 5) for gameplay/content creation; this excludes QA, audio recording, trailer team, website, etc who were in a different area.
Then there's also that some part of that 100 team still had to work on the live game, on Beyond Chapter Four and the updates since.It is unfortunately not a big team when you consider over a 1000 people worked on GTA 5 and over 2000 people worked on RDR2.

Unfortunately, over the years Frontier have painted themselves into a corner, and by now, if the new expansion won't have both legs and atmospherics, then there are going to be plenty of people disappointed. Of course, they are most likely to follow their previous development model, as with Horizons' planetary landings: implement on the stage of the full thing, do the rest later.I can see either Space legs or Atmospherics with a mixture of some of the others. I would be surprised if it was both.
Going by the leaks, we will get base building and some walking around. Considering past releases for ED, I expect sort of the bare minimum implementation for that. If we get access to atmospheric planets, I expect only lifeless planets will be available.
My main gripe is that, I cannot imagine interesting game mechanics considering the current status of the game.
Here are some dream tier examples of Leg additions that sit within FDev's broad outlines to date (and potentially within their displayed skillset). I'm not arguing that any particular one is coming, let alone all of them, but they represent the potential that excites many people about a Legs expansion (& how it could dovetail with both Helm & other additions)...

- Scavenging hulks with possible xenos inside (while your ship hangs by the entrance, lighting your way out...)
- Floating into the rafters of a trade exchange in the low-G belly of an anarchy base. Then taking out the selling party, as contracted...
- Repairing the dangerously-discharging engine breach on your explorer ship, illuminated by the stellar lightning storm that has already struck it once...
- Melding a hull breach from the inside in your marauding mech suit, while Helm screams that a drone is boring into his canopy and you should really come get it the flip off...
- Plummeting through a cloudscape and hitting your hand retros just late enough to steer onto the space whale's back... Now to hack that possession tag before the blasted fauna fuzz show up..

My suspicion is that they'll add rewards for those who engage with stuff beyond the current loop, but such activities will be essentially optional. IE:
There could of course be stand-alone 'Legs only' missions, but 'ship only' ones could certainly remain.
- Data Delivery: Get paid extra to hand-ferry the data to the recipient (with ambush risks / poss NPC hire for protection)
- Cargo Delivery: Get paid extra to guard the cargo as it's transferred from the unloading dock to its destination.
Other 'Optional' Mission Extensions:
Etc etc
- Examine the husk of a defeated pirate enemy for stolen data
- Collect samples from the perilous lightning storm you've discovered
- EVA with the tourist to the viewing point at the top of the mountain

99% of planets actually!And that would already be great for starters, even if just a few of them. There are still plenty of planet types without complex life. If we exclude earth-likes, and terraformable worlds (which I assume are close to earth likes), there are still water worlds, lava worlds, ammonia worlds, atmospheric rock, atmospheric ice, atmospheric HMC, water giants, and gas giants.
